Anyone whose pull requests get builds. If you only click Run to try someone else’s PR, you never need one. Designers, PMs, QA, the whole review side: free.
No. It’s seats × price until an admin changes the seat count. There’s nothing metered, no overage, no usage line.
If you have an empty seat, they take it automatically (you can turn that off). If not, their build isn’t published and the PR comment asks an admin to give them a seat. Nobody gets charged for that.
Whoever installed the GitHub App on the repo owns billing for it. They add a card once and manage seats from the dashboard. Everyone else just signs in.
